Timed release purchasing script

Looking for someone to script (non runescape) for a bot/code that could be used to buy timed release items from various or multiple websites. Paying top $$$ but must meet the below requirements.

I will only deal with reputable members of the community or other references provided;
must be fast with no delay;
accurate in purchasing the correct item/s;
allow multiple and safe ways of payment - CC/PP or others when checking out;
fail safe to not purchase more than any one particular item/s unless specified; and
payment will be made after testing period.
