Normally you will have to wait till you are level 20 but is well worth taking the time to do this as you will get a lot of drops and weapons that you can use well above your level and they will give you that extra.

Raids aren't worth it, Dungeons are worth it the first time through,for the quests, then they are useless.

 

I agree that raiding isn't the best option when leveling as the experience gained is minimal. Joining a guild is definitely worth it nowadays though both whilst level and endgame because of all the friends and guild perks you get including xp gains.

 

What do you guys mean "raiding"? You can't raid until level 60, and then I do agree it's horrible experience with minimal gear gained.

Just alternate dungeouns and quests and you'll level up quite fast. Works well when you're a DPS as you have a good 20 minutes or so to quest inbetween the queue's.
