Reporting a scammer (ununij)

Explanation of the trade: He was selling an OSRS account on Sythe for Paypal. I contacted him over Sythe pm's (our entire conversation was over there) and ended up paying him $60 through paypal for his account. He confirmed getting paid and then I waited and eventually received zero info from him. This was on July 18th and haven't received anything from then. After not receiving anything from him for a day, I began a recovery on Paypal. He did not respond or say anything over paypal so I was eventually refunded my full $60 fortunately. Today I saw him posting again selling the same exact account that I tried purchasing and do not want another person to get scammed by him. I haven't contacted him anymore nor do I intend to I just know others might not get their refund back from Paypal like I did. Please see to it that he isn't allowed to scam again by adding a trade with caution marker or even ban him if you see fit.

I have included screenshots on our pms including the last one between the two of us. I have also included the paypal transaction with the address matching the one he requested for me to send it to. I have marked out the personal info as it is not mine to give out but I will share it with moderators or admins handling the case with unedited images.

How they scammed: Did not give account info after he/she confirmed payment to paypal account.
