TWC or BAN request

im not sure if this is the right place
but this person

has a thread offering dung services and he claims to have finished an order of 83-85 for another user called Kerf
when i found another thread by Infections
where he shows picture proof having finished his order so im not sure if this is good enough for a TWC for giving false information to possibly earn more trust?
