Honestly, technically when you hit puberty you're ready for sex, or at least your body is. Mentally, definitely not till you're 16+.

 

16-17. It is legal in most states of the USA if you are both that age and it is a time when you should feel passionate about your significant other.

 

I'm 17, my girlfriend is 14. If she wants to do it, I couldn't be fussed on the age as long as the maturity is there.

I don't think it's something you can put a blanket over and say "THIS IS THE RIGHT AGE." I mean sure, you want to avoid being too young; it's just stupid to suggest anything below the age of say 13, but the mental maturity and bonds between one and one's partner are the contributing factors in deciding whether or not you should.
