Wassupmahomie - SCAMMER

Long story short this kid is selling an account with well over 150m on it (check runescape account sales (skillers 60-99) I added him told him I would offer him $150.00 USD he accepted my offer I told him I would give him $75.00 then give me the account details to verify the account and items he accepted and after verification I would pay the rest.

He kept saying I have to search how to check if a payment was actually gifted and most likely buying time I told him how to check and he did check it and said to wait, waited and after 2-3 minutes he replied back saying "i would worry" then received no reply after that.

I have screenshots of me paying, full chat logs and everything.

My paypal is verified premier account for close to a year now.

He should be banned, what steps should I take to getting my $75.00 back since it was gifted?

I do know his full name, have a picture of him, his personal e-mail and can probably do other dirty work to retrieve but none of this information will be released and I will not go overboard I'm just tired of scammers.
