Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:
Both selling the name "Tyvm"

From the looks of it, Dana RS was trying to purchase a name on his thread here:
http://www.sythe.org/name-sales/1744127-selling-rare-names-4.html

It's quite possible that Dana RS sold the name to this user, but vouches were not exchanged.

He created his vouch thread on "09-14-14, 04:36 AM EST", which is after Dana RS requested their thread to be closed.

From what I can tell, with only one name matching for both users and the activity on the thread (a month+ after creation), I will state that I do not believe this user is ban evading.
