Sythe IP Proxy ban lists?

Is it possible for people who have never been to www.sythe.org to get banned for proxy IP's?

Lets the that IP is

67.181.121.1

and that from like china or australia.
And from that IP came a list of banned people.
Would the guy proxying with the IP be banned too?

Because some IP changers use old proxy lists.

Yes it is, but you get som1 or you proxy in your self and post on sythe's thread about IP banned and he will un IP bann you
