Switch around the RSPS sections

Runescape -> Runescape Server Development

As of right now, the actual list of RSPSs are in a sub-section at the top, and the list of threads shown are supposedly only for discussion. The discussion threads get a post every few days, and 9/10 it's someone advertising their server which needs to be moved into the sub-section at the top.

tl;dr change the "Private Servers" sub-section to "Discussion & Help" and have the front list of threads be advertisement.

I don't make suggestions often, but damn, such a simple one and nobody even looks at it. Won't be making any in the future.
