this will be a brief basic guide
if you do the fremnik achievment diary you have access to bank with peer the seer by the dock. if you rember the merchant from the fremnik trials quest sells water filled vials
if you would like to make some quick cash just buy the vials and deposet the vials with him..(NOTE:MAKE SURE YOU DROP YOUR MONEY BEFORE YOU DEPOSIT) and then pick up after depoiting or else you will have accedently dposite your cash.

i dont think its a good cash...

 

and not good for pures too, as the achievement diary requires recharging summoning points. altho, it is much much faster than buying the vial of water in ardougne.

Not sure is there's much profit in this but I guess it is 'fast' cash. THis is also the method to do when collecting snape grass.

 

Not that great of cash but it is a way of getting cash.

 

Better cash doing the same method is snape grass.

Summoning doesn't effect pures anymore, you can choose for summoning to not effect your combat in PvP areas such as the worlds and BH now.

Pretty much just buying and banking and selling vials, but using the peer instead. Very poorly written guide, to be honest.
