If you're CC or Debit Card funded you can get money back. If bank funded, you can call PayPal and try to work something out, but i doubt it will work.

You can easily report this as "unauthorized payments". I don't really know how this works, never had DC funded PayPal so i can't help you =\ Ask some officials maybe, good luck anyway.
