Canadian paypal

I keep hearing something special about canadian paypal accounts, and how they are easy to un limit or verify or something. I need to make a new paypal account, can anyone explain the significance of the canadian one?

 

Canadian Premier accounts begin with a $3000-4000$ Spending limit, no verification needed.

 

How do you get a canadian "premier" account?

 

When making paypal set your country as canada. Pick the premier option (The same way you did with any other paypal?). Then google or map or w/e a random address in canada, put in your email. B00M! Done.
