how is it not muted? it says expires 2011?

 

The actual offense expires in 2011 thus causing the little green bar thats slightly up to go back down. Unless the account is in the red zone on the pillars for mute it is not muted.

 

Correct, and also on the login screen it also say's Welcome to RuneScape nothing about a mute and I can easily prove that its not muted in-game.
