Hmm, Just Make a New Paypal Account? Simple. Then You DONT Need To Pay Them, I Hope This Helps.

Remember To Pick AUS As Your Country, So You Dont Need a cc.

 

Get a bank account. At most banks, they are free, and if you have money in them, you usually MAKE money. Get them connected, and you're home free. Just transfer the money from your bank to paypal, pay them back.

Also, once you have your bank account added you will be VERIFIED.

get a visa giftcard and add it to the account and pay the 24 cents, can you not do that? or cant you have someone send you 24 cents and then be at 0?
