    Thats a very cute way to be honest but has its negatives aswell they are spending alot of tax payers money on operations like this.

    I think your reading into this wrong. It doesn't cost any more money than it does to send out the letters, and buy some cheap balloons. It's not like their actually giving them TV's, its simply a box. The police officers are already being paid, and even if they had to pay for the building they were using, it wouldn't be anything substantial.

    Good way to arrest criminals, go for it.

    Police openly breaking the law, really weakens the law.

    Though I wont deny it's a nice tactic.
