RSMalls/Walsugold

@Julia/rsmalls approached @WalsuGold some months ago for him to advertise a website for them in market threads. He agreed to this not realizing this was against the rules. This is actually a very severe offense as it's unfair to other businesses and abuses the market system we have in place. As such, RSMalls has been given a DNT and a 3 month ban.

WalsuGold due to his cooperation and his otherwise lack of involvement in the RSMalls business has been given a two week ban.

Edit: Upon further investigation it seems this was an elaborate miscommunication between both parties. However since a rule was violated punishment will remain. I have reduced rsmalls' ban to 2 weeks with no DNT
