Paypal help

Recently my old paypal got blocked due them asking for a picture of my ID which i've send and welp, i'm under 18 so a 6 months block has occured, which after that i can take my money off acc and my acc will be banned
Recently i've sold a acc for 250$, but my paypal i made new i got the money send to, when i tried paying it said we cant do this trade bla bla bla Try again later, And i've contacted paypal which also told me i would need to verificate my account etc and it's security shit they've added and everyone has it
I'm unsure if there's a way to bypass this considering im under 18

I mean as like if i make a new paypal account to be able to accept $ and transfer to my bank

No you will open a new account and they will limit that one as well.

 

Is my ip flagged?

 

They use an abundance of security measures ranging from IP, name, ssn, id and probably many more things.
