Why you think they are ban evading:

Boozed shows up on his ip audit 9 different times on different ips. runescapedude999 shows up 3 time. Look at the creation dates of each account and the time they were banned it makes sense. It cannot be a coincidence. There are probably more accounts, but these were the main focus.

 

A frequently changing mobile IP, which also matches active, unbanned members as well.
