Sortes23_1 did not deliver a product as described

I commissioned Sortes23_1 Sortes23_1 to write a program for me that will request unbans and unlocks on accounts. Below is me verifying UID:

TLDR: Commissioned Sortes23_1 to write a program for $150 (was talking on the 22nd, he was paid at 0033 on the 23rd), was given an original estimate of 5-7 days. At one point he said was going to need 10 days. On the 31st said he expected to have it finished by Tuesday (2nd), and then on Wednesday (the 3rd) he said he found a bug that does not let it work and would need more "days" to solve it. At this point I said it felt like he was scamming, and offered him to refund if he was unable to complete it. He said he would, but needed to get more BTC together. We discussed the possibility of me accepting another script instead, but couldn't come to an agreement so I asked for the BTC back. He said he was broke and unable to pay, but would when he could get it together. I gave him ultimatum of either delivering the program today the 12th in the AM, or a refund or I'd post this thread. He agreed to that. Asked him this morning if it was finished, he said he needed another 10 hrs, I checked in with him ~9 hrs later. He replied (not pictured because I was typing this post up and already had everything set, but can add it) saying he is just polishing and testing it.

I will be posting the rest of our conversation after this. I received the program from Sortes, and it is not anywhere near described. I had originally requested an unbanner (for banned accounts) and an unlocker (a separate program that would request accounts to be unlocked). He sent me a ban appealer, that does not create new emails, doesn't support multiple threads so it is incredibly slow. I uploaded an IP gateway list of 1800 (has access to 2mil+ IPs) and it loaded a total of 4. Through his verbiage in one of the early pictures where I asked for a breakdown, he did change it to look as though im asking for an unbanner that requests an unlock on the account if it goes to appeal a ban and it requires an unlock. That was my fault for not catching what he was saying, but if you read the messages you can see that I'm clearly not asking for it described like he mentioned. He made me assume I was getting 2 different programs. Now he has gone MIA on discord and will not reply.

I understand he put "work" into this program he sent me, but it is incredibly far off from what we agreed upon, doesn't perform as he said it would. I would like a partial, or complete refund of payment.. I will leave it up to the mods to decide based on the conversation above.

One last additional piece since I still haven't heard back from Sortes, I went ahead and had a friend decompile it.. He sold me a program that I load a list of accounts and proxies into, and it sleeps for a couple of seconds then says it was appealed.

Hello, yes the program is slow because is mono thread, i only agreed to implement an unlocker into the program if it was required to appeal the ban which at end was not the case, if he wants i can give him a partial refund or wait until i finish it (add multithreading) also if he wants the program to register other email into the account it will be required that he to sets up an email server.

 

The program isn't actually appealing any unbans, you sent me nothing more than something that counts up to the number of accounts I upload on a fixed interval. At this point a partial refund won't suffice, I am requesting a full refund.

No, I don't think you understand. You sold a program that does literally nothing, and the only reason I found out about it was because I had someone look at the code after you stopped replying. If I didn't have that connection, you would've gotten away with selling me something that does literally nothing but count. I want my money back, and we will wait for the mods to decide how they handle you selling a program that does nothing.

He says he is in a really bad economic situation, apologized for selling me that bullshit and asked if I would accept BTC each day until full amount is returned. I told him I would, he says he will be sending between $5-$20 a day and covering TX fees. I will update once the full amount is repaid.
