Where I talked to a moderator via Skype and he confirmed the ban reason was for scamming a mere 200k 07, although it has been refunded, he will remain banned for the time being due to sketchy behavior and spamming appeals.

And as mentioned he admitted to scamming and was at risk of scamming others, on top of being a ban evader meaning he's been banned there before for undisclosed reasons.
