Abuse occurs when coercion is exercised over an innocent, so every time a state police officer exercises "authority" granted it by the government, it is abuse.

... I was defining abuse then showing that government relies upon harming innocents; I wasn't making a judgment of specific actions allegedly abusive.

    power is most certainly abused.

however, usually it is breached in a good way.

i.e. sting on a pimp who used drugs to seduce girls into the business, cop arrests him and punches him = well earned abuse

'Officers' is too broad for me to make an accurate opinion. But i think people abuse power all around the world. and in the scenario you portrayed i think the cop would be overdoing it, i dont think he should use his power to harm the threat in this situation but to subdue her or prevent her from causing any more of a problem. punching her in the face would likely hurt her rather than stop her. if the officer were to put handcuffs on her and somehow bind her then it would be more appropriate for his position.

To some extent, but it really depends on the man or woman, it is not a wide spread problem that all cops abuse there powers. Also in the heat of the moment I cant help but think that I to might do something stupid or that I would later regret.

"Well earned abuse" is an oxymoron. Abuse is basically an unjust action (justice means giving each their due). For an action to be just, it necessarily cannot rely upon coercion of innocent people (as government and its officers do), so any just action performed by a man who is a police officer does not require the "authority" granted him by the state. The only way for a police offer to act with this authority is to supersede the rights granted to other citizens. All police work is abuse.

it is often abused but in the example of the recent pepper spray things where old ladys and pregnant women were pepper sprayed it was not an abuse of power at all. You cant think that just because your old or pregnant you have any special powers and if you get pepper sprayed because of it its your fault and your hurting others and your baby by putting it in this situation.

I was listening to the radio the other day about Occupy, and they were discussing police brutality in certain situations. What they found is that certain precincts allow for different ways of handling certain situations. In this case, 4/10 precincts questioned would allow for pepper spray in a non-violent situation. Their findings concluded that there was no state-wide, or nation-wide standard given to police officers, but they were determined by the city or county.

Policing is not abuse. It is necessary not only for my safety, but for my fellow citizens. While there are certainly cases of extremism, unless you experience first hand a situation which you would more than hope to be rescued from another, you have no idea the necessity of their actions.

I would agree that there are circumstances in which brutality is not necessary, but I would also understand that it is a dangerous field, and the police making perfect decisions in every situation is improbable if not impossible.

Abuse is basically using one's power without cause.
Therefore, a policeman only abuses his powers if they use them on an innocent person. If a policeman has conditional powers (eg. You may only shoot somebody if they are shooting civilians) then using those powers on people who do not meet the condition is also abuse. Other than that, all of these powers are sanctioned and allowed.

Try thinking of the IRL world in a Sythe context.
FireZ would be abusing his powers if he randomly banned people on the forum. He would also be abusing his powers if he permed somebody on their 5th infraction. However, perming a scammer is entirely acceptable because he was given that power when he first became a global+.

Some police do for sure, but police are needed.
    Check out this:

Obviously this isn't everyone but this and stuff like UC Davis shouldn't happen. I don't think all police should carry guns.
