Mmm, i don't think his legit this is most likely why.
In my studies it has come very common to know that if one was to get say 71 str with the pare minim of 1 attack, he would of spent hours and hours at this. You could tell he would be a most likely more of person who trys harder meaning that he would put more effort into his forum skills, or maybe post some pictures. But to finish this off the most easiest thing to see that he is a scammer is... with some basic maths or common seance to search on google for a runescape combat calculator the skills don't match up...
