Someone knows a program that can modify Steam Badges/XP?

I don't like mine if anybody knows a program that can reset your Steam Community lvl to 1 (If it should be in one because some might not be in lvl 1 if the profile gets reset because they'll get a few XP from the Years of Service badge) Any one? If no one knows, I'm willing to pa;y for it.
