Well I don't think that they have any boards for that but if you want to have someone level your account I would suggest going to the RuneScape Markets Board and look for someone that will do it for free.

 

If you want to share an account that you own you post it in the miscellaneous section. Asking to borrow or share an account that isn't your own is against the rules as it's considered begging.
