I'm not sure if anyone does this, but I figure here would be the place to look.
I have a summoning tank that I used to play when I had free time to grind away.

I'd elaborate more on the subject, but if you don't know what a summoning tank is and how they work I doubt you'd want to train one.

My stats are 47 summoning and 60 defence.

I'd like summoning to be 66 or 76, and defence to be 75, preferably keeping hitpoints low, (currently 40ish iirc).
