He has a debt owed to @Valkor as seen here.

His alternate account @ramoo has a TWC instead of a DNT.

This user has made multiple reports saying the same thing against @Valkor that was addressed by @Superfluous and once by @BlackBlasses

This is allowing someone with a valid debt and DNT to "trade with caution" and should be addressed when mods have time to review.
