That looks like a painting to me
Bro you can't use other people's work with out permission
Only use stock images for photomanips! Or ask for permission

Anyway onto the piece
Looks very messy
Try and clean it up a bit and keep effects away from the face
Bokeh is too big imo. Make it smaller and more subtle
Try and work on the colours though bro. Think it will help a lot
