no like it says just a precaution setup for disables.
vac banning does not disable your account it just disables you to play multiplayer. it is practically impossible to undo this if the account is guilty of cheating or such.

What do you mean with this? Some kind of guide to make your account safe, so they won't be disabled?

 

essentially. this can be useful for buyers and sellers alike.
buyers to make sure they can get the account they just bought back if it gets disabled

sellers so they can guarantee to get the account back = more sales

 

There's many tutorials on everywhere YouTube/AllSteams/SteamHacks etc how to make account safe etc... i dont think at all this would be any diffrent..
