Unless you were planning on getting membership anyway and wanting to cash out, then unfortunately not.

It's probably not worth anything if the account can't even wear it.

They only way I see you making anything off this account is to find a buyer that wants a fresh account and a cheap membership. You can then probably sell it for 1-2m and the user can then buy membership on the account and cash out the BCP.

 

Literally worthless, it is basially a bandos chestplate but untradeable. If your going to be training that account for it to be able to wear it then keep it, If you want to make the account member then you basically getting a discounted bond for 2m. otherwise no use for it but to discard.
