I need decision help (about a animal)

I need some help on a decision

Im 13, and my old friends across the street have had a dog for a year now. They ALWAYS leave him outside no matter the weather with no food. Well he always gets into my friends trash. The other day he got in our backyard nearly tipping our trash can, my mom was about to hit him with a broom until i told her i knew the dog. When i was taking him back he looked very under weight and not taken care of. His ribs were showing and i think i seen a few flees on him. I told my mom i wanted to call the humane society, then she said " You know people go to jail for animal cruelty" I told her "I know" she then said "Your mean *sarcasm*" I told her "Its not funny, i mean the dog doesnt deserve to be abused and starved to death, even if he does get put to sleep and the people go to jail, the dog doesnt deserve it." I also didnt say that ever since he was a puppy I was usually the one taking care of him. With my allowance I would buy him treats and food.

What should I do?

Do nothing and let the dog die

But i would seriously call the animal control, if they would be able to help.

 

Either steal the dog and take care of it, or make the call.

 

Maybe talk to the friend? Ask him about the dog, maybe they will give the dog to you. If all else fails, make the damn call.

but for a 13 year old I find you very brilliant.

First step first, confront the owners and ask full on if the animals conditions are less than acceptable.

If they give you a false, forced reply, I suggest you do go on and get someone out to have the animal and its conditions checked out.

Also, don't allow your mum to say things like that - if she did hit the animal with a stick she could be liable to a large fine or possibly sentenced.

to the people that are saying keeep the dog, i would if my parents would let me but they wont...and im gonna try to get enough money for a african serval by selling stuff on ebay since its the only animal theyll let me get
