your asking people to give you their personal financial information, i doubt many people would be willing to do this and i doubt this is allowed. If you want to resolve this you should get one of those prepaid visas (greendot or whatever) and add that number your account as a credit card and put the money onto your account.

 

When your account is limited you can recieve money but not send it

if you dont have credit card or anything..then u'll be limited forever unless u provide all the critieria that paypal told you to provide.
