Buying a good server.

I'm paying 2-3mil for a custom server with alot of features.

Features I would like below, when I say custom server I don't mean building from scratch if you can use already made one but add my varoius commands and features.

: Fully working anicents and all other spells
: Fully working pking( varrock bust be a safe zone)
: Must also have a shopping market (loads of npcs selling items)
: Working spec
: must have defenders (hook thing)
: Working prayer if possible
: make money by killing certain monsters (dropping say 300k cash etc)
: Also I want it so phats and all other rares to be costly so not easily obtained
