I REALIZE THIS IS THE WRONG SECTION AND I HAVE PM'D SOMEONE TO DELETE IT!

Ok, to remove recovery question on a Runescape account you must make a recovery request and select "recover stolen password".

Runescape Homepage > Account > Account Management > Recover Password > Account Name Login > Recover Stolen Password > Recover Account Process
