Is there a CD that came with the mouse? If not then google for the drivers for your specific mouse (I dunno if they even have that, or if it'll work at all)

Install the drivers. And if It's a microsoft mouse-I am probably using the same one- try inserting it in, and pushing down slightly on it, like, enough to actually make it noticable, but not enough to break it. Push it down, and go to the bottom of the mouse, and in the indent where the little USB belongs, push/hold the button, than release. It will go back to normal, and should work. It's how I fixed my problems. Also, try smacking it around abit, and try using new batteries. Even if the batteries are almost dead, the light will be on, but the mouse wont move.
