The second picture is tutorial island. Besides showing off you can walk around and explore Runescape. I do not accept RSGP.

 

i think its on floor 2 off runescape instead of floor 1(base)

Noclipping is the ability to walk through barriers such as walls.
You can't walk through walls but you can walk through some other barriers. You're on the 2nd floor of Runescape as-well.

Can the account interact with npcs, objects like trees, or other players? Is it permanently noclipped or can it get undone? Can you enter traditional buildings?

 

It can get into certain trees but it can't interact with NPC's. If you go to certain spots other players can see you but you can't trade with them etc. I suppose if you home tele it might undo the no-clip but I haven't tride that. No you cannot enter traditional buildings. Only some on tut island.

They cannot. You can't see people on the first floor either. You can see the ground but not NPC's, people, etc.

Nice, didn't know people would buy such accounts .. I think I still have one of my accounts noclipped somewhere at 2nd floor of ape atoll and another one inside draynor bank.
