Big Name Sythe Account Sellers

Are there any ridiculously over-vouched account salesmen on sythe, who have had sold accounts go months or years without being recovered? I am curious because I am looking to purchase a max or completionist cape account and so far there is no way for me to know that I won't be recovered on with the current salesmen of accounts of those levels. Suffice to say I don't want to put a few months work into a maxed account just to have it eventually recovered whenever the seller gets around to feeling like playing rs again a year down the road. I am looking for someone with a reputation for NEVER recovering who has sold alot of accounts. Does this person exist or am I searching in vain?
