[WTB] Custom Steam Idler

I need a fully optimal steam idler script, bare minimum feature list is;

Auto-restarting every X amount of minutes
Ability to add game IDs to add to an idling list
Ability to run on a Windows VPS

Features I'd pay more for;

Ability to be run by web panel (eg, Stop, Start button)
Set a timer for how many hours to idle, detect when a game is started outside of Idling, stop timer. (also stop,start timer on a web page)
Ability to run multiple steam accounts
Able to add a steam account (user, password) and start idling it via web-panel.
I have no set price on this, the more features the more I will pay.
