Title says it, only selling if you go first (not using omm unless your paying fees, need the money), if I don't comply you can dispute via PayPal and have my account banned, yes you can do that, I've done it to someone. I sell stuff frequently on eBay and I have 100% feedback but I'm new to sythe, ask me for my ebay page privately. Selling here because no ones buying it on eBay even at a cheaper rate.
