hey there folks, first time poster, but it's because I'm in need of some bot-work.

parameters -
I need a twitter bot that will send a direct message to accounts that do one OR both of the following
1- follow this twitter account
2- tweet to this account with a certain hashtag

even if the user does both things, only one message should be sent.
