But no one wants to rent a level 99 F2P account. Honestly.

Allow the guy to pay another mil so you can buy membership, which will only give you more information to recover if someone tries to steal it. An extra precaution, as well as the fact they can then fish sharks for their own benefit, earning you more experience, and also... getting you more customers.
