A possiable scam

Hi, staff members of sythe, what happend is that i made a post about sell gold and Kevin001 (Profile picture: https://gyazo.com/a14fbc457cb4a199c94bb70ff1083c4f) asked if he could buy 1 billion Gp from me so i made the deal with him ($260 for 1b Gp on rs3) then i gave him the gold i asked for the money and he sent me a invoice of $256 he said the money should just roll in my Paypal account so i waited 24 hours, and the money is still Not in my Paypal account so i asked him why the money is not in my account and he said "it maybe because my Paypal account is not verified" but before he said that he did say he has 3 Paypal accounts and this one was not verified for some reason, so i told him "okay tell me when you have verified it" and i had to wait another 24 hours for his account to be verified so the money can be put in my account because of the spending limit of a non-verified account, so then i waited again and the money is still not in my account (bear in mind that this has been going on for 4 days now) so what i asked him yesterday is "hey, the money is still not in my account, what I will do is cancel it and you just send me the money again, but this time go to the "friends & family tab" and in the box you see just type in "my email" and send $260 there then he said "I'm at work right now check your PayPal it should be in within 9 hours from now 100%" and the money is still not in my account....if someone can help me sort this out it mean a lot thanks.
