Reporting graphics designer "Pase" for incomplete/lack of work

Amount scammed: $48
How they scammed: When speaking to Mr. Pase, I was very clear and specific with what I wanted complete. He made clear to me that he can get the job done and have it finished within a timely manner. Giving it 12 hours fully until I woke up, I received a piece of "art work" that looked like he spent 10 minutes of his time on. I'm frustrated because I gave him the benefit of the doubt and was thinking of using another art dealer at first instead, but genuinely chose him.
He made it clear to me that he is not willing to scratch the Signature and complete a animated thread layout instead for me, because it is a waste of time to him. But in other words, this is what he completes in 12 hours of work, which is a waste of time and money for me. He mentioned that he is not able to add clickable buttons to my signature, when he can easily add buttons below the signature and crop the signature to make the buttons clickable. His excuse is invalid and does not hold.

In other words: I don't want a signature from him. His policy is "no refunds" as I would like a full refund and nothing in return from him. Guy seems to be difficult as is.

@Pase No disrespect.. But I don't want any piece of art completed. I would like a refund. Please and thank you, hope you understand. At first when we had spoken, you made it clear that you've got me. This has been nothing but a head ache since this morning. It's been 12+ hours with nothing in my hands and i do NOT wish to continue. If you would be kind enough and give me a partial refund, that would be greatly appreciated.

 

I said I can finish the job and told him the buttons have to be a separate image, but it can be done, not sure why he's cancelling it? i can issue a partial refund however it will have to be via paypal

EDIT: I can buy some osgp, if Xbox wants the partial refund via osgp, I can do that too
