Scammed by 'Ink' for $35.00 USD

This is the 2nd time I have been scammed today.
I contacted Ink (anton) via msn. He agreed to sell me 70m RSGP for $70.00 USD in 2 bathes of 35m each payment.
I paid the first payment, and was expecting the 35m like he said. He then said either send another 35.00 for the full 70m at once or dont get any. This was not part of the deal he arranged with me. I then asked for a refund of me 35.00 because I didn't agree with the rest of the deal. He then deleted me from MSN.
I have the paypal recipt of me paying him "[email protected]" (ryan taylor registered paypal user) $35.00 usd.
I also have the chat log on msn of our conversation.
If these are required i can screenshot them.
