I can't tie that skype address into his sythe profile. It might be enough that he pm'ed you saying that he's "andrew brown". I'll get a second opinion

Banned him. His consequence is that he is no longer allowed to return to sythe. Unfortunately there's no way you can get your 800 MSP back, unless maybe you contacted microsoft support. No idea if that's possible or if they can refund you
