the honor scamed me

i brought a runescape account off "the honor" on monday this week it was a lvl 130 called wolf purer he gave me all the details about and after i had payed by paypal goods $63 i played the account for 1 day and it got locked i got intouch with him and he told me it was to do with ip adress becuse we live so far apart usa to uk and he had made a appeal and i should just wait 2-3 days and i will have to account back he gave me the password he had set to the appeal but would not give me the tacking.the next day i came on msn to say hi to him and see how things are going he had blocked me on msn and would also not anwer any of my pm on sythe.the account was unlocked yesterday and the password he gave me did not work i made an appeal myself and it got denied with the info he gave me.

thats what happen i dont no what to do now maybe i could claim money back on paypal?
