I have level 30 LOL account server : EUW

 

I've got one acc on EUW lvl 30 as you want but its not so good. Just look at it if it would be enough.

Acc has 17 champions.
2 Rune page, but only one is filled with proper runes.
4 Skins( Judgement Kayle, Sheriff Caitlyn, Caterpillar Kog'maw, Recon Teemo).
There was also no ranked played in Season 3.

However, I've found one guy who offered me a nice account, but it's very hard to communicate with him because we live in a totally different time zones.
