Non-combat related, not really a glitch. Can be done on a level 3. This is certainly scriptable, yes.

VERY little starting cash. I don't think the requirements are high, most accounts should have the requirements to make this work with no problems.

200m buying cost is pretty costly for me.

 

100-200K. That's a very small amount to most people.

200M isn't cheap, but you can get it back with ~10 hours of work from this. It's a pretty good investment.
