Good stats for luring?

Okay, so im trying to make a zerker pure. The problem is is getting turmoil which cost around 300m.

I plan to lure until i get 500m cash (can take a while but better than nothing)

Im ganna make my 1 def pure into this:
60 attack
75 strength
82 magic (for ice blitz)
1 def
45 prayer

Now because i have 54 ranged, the combat level will be around the 60's.
Is this good for luring? or will there be no one to lure around the 60's or the stats suck

 

ya if you wana lure big money you gata be luring level 110+ from my experiences.
