runescape account security

Hello i was wondering with all those new account security that isn't it now safe to say if you buy and rs account u can't get hacked back.
Because if you changed it to your email the previous owner/seller can't even recover it because u first need the correct email otherwise it will give a screen like that you will have to wait 1 hr before trying again?
So basically u can't even recover it so how would the previous owner/seller be able to get the account back was wondering if this is correct so could someone confirme this would really help me alot.

Because the original owner is on the IP plus they have all the correct original info of when they first made the account. Any second hand account can be recovered.

It is much more efficient and safer to train your own account yourself.

 

The previous owner can still email Jagex and reclaim the account or post on the forum thread saying a Hijacker has set their registered email (not sure if this thread is still up).

Nevertheless, buying accounts is still very risky business.

 

The account can get recovered no matter what by the original owner since its made in his ip.

 

As others stated, the previous owner will always be able to recover. There is nothing you can do to prevent that, other than purchasing accounts of people whom you trust, fully.
