StrikeCand #3263 Scamming workers

Explanation of the trade: User is attempting to get large orders from service providers such as myself for accounts at low rates, while offering workers high rates to do them, with the intention of creating a situation where he is able to collect large bulk payments for accounts completed, and not paying the workers who did them.
How they scammed:

Will keep this organized in multiple sections, with the final section showing any evidence related to the claim.

Claim # 1 - The prices this user is offering to do accounts in bulk orders for users such as myself, are significantly lower than the prices he is offering workers to build them for him.
- On January 14th we agree to pricing, and January 15th I send the accounts at the agreed upon pricing.

Claim # 1 Additional Information - The user is offering workers double the price to build these accounts then what I am paying him.
- A few days after I supply the accounts, on Jan 18th, user has a conversation where he is offering to pay a worker $120usd per 99agility account - Same accounts I am paying him 60usd to build.

Claim # 2 - User is very similar to SPIDER99, who got banned for this exact same thing prior to this new account being created. Report for reference is here: spider99 | Sell & Trade Game Items | OSRS Gold | ELO (sythe.org)
- The scheme he was previously reported for, is the exact same scheme, down to the last detail that is currently taking place again.
- SPIDER99 was the only user out of the 5000 + users I have communicated with on discord, that has ever spoke to me with heart emoji's, upside down face emoji's, etc, which is an identical match in the way he conversates. There is not a single person I can ever recall speaking in this same style.

Claim # 3 - User is going out of his way to hide anything that could connect him to SPIDER99, as well as the scheme as a whole. Below will be two examples of this.
- The user is going out of his way saying he uses no workers and does everything himself, and never planned to use workers as he wouldn't take that risk. After saying this, the user has constantly messaged people asking them if they want to be workers and work on the accounts. This is shown in claim # 1 supporting evidence where he is offering double the price I am paying him to workers, as well as photo's below of him approaching other users to be workers.

EVENTS THAT LEAD TO THIS REPORT - This user was building accounts for me, as shown in previous evidence at 70usd per, and 110/100usd per. After 3 weeks the user is requesting payments for accounts that are not completed, while they are still being worked on, and all are at vastly different levels as they are being worked on by various workers. Upon this happening things started sticking out as red flags, and I looked further into it to make sure venezuelan workers were not getting scammed, in which I realized quickly after digging deeper that this was without a doubt SPIDER99, and he was without a doubt attempting to scam a bundle of workers for their time again. No scam has taken place yet, however mark my words it will soon, and a large amount of workers are going to get scammed unfortunately a lot of which whom probably don't know what sythe even is.

For the 10 accounts he is working on of my own, they have my own emails on them so they are safe from being stolen, and if user is found to be scamming/does end up scamming here in the near future if any worker comes forward that was doing these accounts payments can be collected for their work, I will do nothing with the accounts until that happens. If no workers come forth, and the user is banned/found to be scamming, I can set aside any proceeds from these accounts for community repayment, or whatever staff deems fit.

Additional details - After searching, I was able to track down the user he tasked most of my accounts with, and after talking to him have screenshots of where Strikecand#3268 was offering him much higher prices than i was paying him to do them.
